Duties of the rector of the higher education institution:

  • Organization of implementation of laws of the Republic of Uzbekistan, decrees and orders of the President, resolutions of the Oliy Majlis and the Cabinet of Ministers in the field of education and training;
  • Ensuring the training of highly educated and qualified personnel with high moral and ethical qualities, able to think independently, who have mastered the methods of organizing work in market conditions;
  • Organization of training of highly qualified personnel on the basis of state educational standards;
  • Ensuring the implementation of the tasks set by the Law of the Republic of Uzbekistan “On Education” and the “National Training Program” at Samarkand State University;
  • Defining the powers of all departments of Samarkand State University, planning, coordination, management, training of personnel suitable for management positions in higher education, selection of staff, recommendation and recruitment to management positions;
  • Material and moral encouragement of employees, provision of social protection, application of disciplinary measures;
  • Control over the formation and effective use of revenues of Samarkand State University;
  • Organization of research work, increase their efficiency and wide implementation of research results in practice, ensuring the mutual integration of higher education, science and industry;
  • Organize the creation, translation and publication of textbooks and teaching materials in accordance with the requirements of the concept of creating a new generation of educational literature for the system of continuing education;
  • Organize the introduction and effective use of advanced forms of teaching in the educational process, including distance learning, new pedagogical and information and communication technologies;
  • Supervision of spiritual-educational, educational work, formation of national idea in staff and students;
  • Admission to the student, master’s and trainee-researcher-researcher-researcher institute, expulsion, reinstatement, ensuring compliance with internal regulations;
  • Ensuring professional development of teachers;
  • Organization of social services and other types of conditions for students, trainee-researchers-researchers, research and teaching staff, ensuring their social protection;
  • Ensuring constant quality control of the activities of faculties and departments, the educational process, lectures, practical and laboratory classes, teaching and production practices, other types of training;
  • Organization of events at Samarkand State University to determine the prospects for the development of areas and specialties (holding scientific conferences, participation in international conferences, creating conditions for the use of information space, the supply of literature, information materials on the development of science and technology) ), on the basis of which to ensure the improvement of state educational standards, curricula, textbooks, to direct scientific research;
  • Develop marketing services, organize the study of demand and need for specialties and specialties, the analysis of practical employment of graduates, the conclusion of cooperation agreements on targeted training;
  • Development and implementation of measures to strengthen and develop the material and technical base of Samarkand State University, lead the Academic Council of the university, improve the structure of the university, the organization, termination, change of departments;
  • Development of scientific and creative relations with foreign partners, ensuring the attraction of investments and grants, the implementation of joint ventures (departments, research centers, research, projects, etc.);
  • Collaborate with public organizations, boards of trustees and other similar non-governmental organizations;
  • Ensuring the implementation of other tasks set by the competent authorities for the management of the educational process.
